Brad Paatsch undertook initial strategic vision development including identification of location and project partners, feasibility operational facility planning, and stakeholder negotiation. Also included responsibility for aspects of planning and developing the facility, including producing and updating the business plan and leading the funding procurement process which resulted in excess of $22 million in State and Federal Government funding.
